Making existing homes more energy efficient is an aim of some Government policies in the forthcoming Environment Bill, but retrofitting existing properties is not easy or cheap. Decarbonising heating systems alone in existing homes has an estimated cost of £200 billion over the next 30 years. https://www.instituteforgovernment.org.uk/sites/default/files/publications/decarbonising-heating-home.pdf

At a local level and in accordance with the New Forest District Council Local Plan Part One, Ringwood is going to see many hundreds of new homes. It is easier to include energy efficiency as part of the design of new buildings. In fact, there is much evidence that highly energy efficient homes cost the same or less to build than homes built to conventional designs https://publications.parliament.uk/pa/cm201719/cmselect/cmcomloc/1831/1831.pdf . They are also cheaper to live in when it comes to energy bills.
